Article Abstract:
The European Union (EU) is determined to ban hushskitted aircraft that came into the noise category of Stage II from reaching its soil. In fact, the European Commision has already ordered that European member states cannot add hushskitted Chapter II aircraft to their registers in May 2000. The commission also plans to implement an actual operating restriction on third country air carriers starting Apr 2002. Initially, EC wanted to ban all older hushskitted aircraft but postponed its implementation when the US expressed strong opposition.

European transport ministers conducted a conference on Jan 31, 2000 to come to a consensus regarding a new air traffic management strategy that would reduce air traffic congestion over the European continent. However, the Assn of European Airlines believes that only a radical reorganization of the existing air traffic control system will remedy what it considers has become a chronic problem. In 1999, more than one flight in three was recorded as being delayed by more than 15 minutes.

The Assn of European Airlines (AEA) has expressed adverse criticisms at what they term as an inconclusive result of the meeting in Jan 2000, of the region's transport ministers regarding the future of European air traffic control. The AEA has called the actions of both Eurocontrol and the European Civil Aviation Conference as tantamount to condoning the present state of serious air traffic congestion in the continent's airports.
