The Star, a South African newspaper, reported that de Klerk lied about disbanding the Civilian Co-operation Bureau, a group which conducted secret operations against the African National Congress. The paper claimed the group reformed as the Directorate of Covert Collections.

White South Africans' fears have been fueled by the media attention given to a threat issued by the Azanian People's Liberation Army (APLA) targeting whites for violence. Ironically, the threat may hasten the negotiation process with nonviolent anti-apartheid groups.
