Desperate tyrant, global menace

Article Abstract:

North Korean leader, Kim Jong Il, has a single goal, which is to retain power, and he should be persuaded that he will not benefit by launching a rocket across the Pacific. North Korea faces hunger and is isolated. A number of incentives have been offered by South Korea and the US to persuade North Korea to continue a halt to its nuclear program and the sale and testing of rockets. Kim appears to belive that bad behvaior brings rewards, and there is a need for sanctions as well as rewards to persuade him that this is not the case.

The end of the cold war brought with it hope that the end of the nuclear threat was not far behind, but nuclear weapons testing by both India and Pakistan has shattered that hope. In addition, there is growing concern over the spread of chemical and biological weapons.
