The civil war between the UNITA movement, headed by Jonas Savimbi, and the ruling MPLA was thought to have reached a peace accord. UNITA, however, has not kept its terms of the accord, so the United Nations is considering sanctions, but such sanctions may not be effective.

Civil war continues in Angola despite the fact that democratic elections declared Jose Eduardo dos Santos president over rebel leader Jonas Savimbi. Savimbi took his forces to the highlands and has continued to battle government forces.
