Welfare spending has increased by half since 1979, but the Conservative government has reigned in national income as a share of that spending. One significant change is the linking of future increases in pensions and some other benefits to inflation instead average income.

Department of Social Security chief Peter Lilley should reassess the entire social safety net and free more money for the truly needy by major reforms. He should redirect state pensions on a means-tested basis because universal entitlement is no longer fiscally possible.
