The competition between Iraq's Saddam Hussein and Libya's Muammar Qadhafi is such that each man tries to outshine the other as international outlaw. The dealings between the UN and Iraq on weapons inspection and the controversy between Libya and the West over the Pan Am flight 103 bombing are compared.

Saddam Hussein may still be around to cause problems, but he did lose the war and was driven out of Kuwait. While he can still cause trouble, he is not worth going into a second war over. Sanctions should eventually finish him off.

The United Nations must increase efforts to push Saddam Hussein out of power. Saddam Hussein is flagrantly violating treaty agreements by hiding nuclear weapons facilities. Economic sanctions many not be enough.
