Colombia in the long shadow of war

Article Abstract:

Colombia has been affected by a decade of civil war, and peace talks between the government and Revolutionary Armed Forces of Colombia (FARC) were seen as hopeful. This hope has been undermined by a guerrilla attack some 24 km from Bogota, Colombia's capital. The attacks were launched from a location cleared of soldiers by the government as a way of helping to promote peace with the guerillas. President Andres Pastrana is still firm in his belief in negitiations with FARC.

Article Abstract:

President Cesar Gaviria imposed a 90-day state of emergency throughout Colombia in response to growing violence by drug lords and guerrilla terrorists. Gaviria's get tough measures might be necessary, but they reverse the democratic reforms he initiated.
