Chavez's muddled new world

Article Abstract:

President of Venezuela, Victor Chavez, was elected in Dec 1999, and has set out his plans for Venezuela's development, which sound old-fashioned, with an emphasis on the role of the state. There have been major changes in Venezuela since he was elected, such as the sacking of judges due to corruption allegation, but there has not been the abuse of democratic rights that was feared. There is concern about economic decline with a rise in unemployment and in numbers of people in poverty, while private investment has dropped. There is a need for social security reform and other changes, and no certainty that Chavez will be able to achieve them.

The Chavez enigma

Article Abstract:

Venezuelan president, Hugo Chavez, sought to end corruption and boost economic growth, when he was elected in Dec 1998. He is still popular, but there are questions about his goals. Some reforms have been carried out, such as spending cuts, while others have been delayed, such as social security reform, and these delays appear to have been made for populist reasons. Chavez also plans a Constituent Assembly which he argues will promote democracy, while opponents ee it as a way of strengthening his control.
