Fernando de la Rua is the new president of Argentina, and he aims to tackle the problem of the budget deficit, but needs support from the Congress, where Peronists predominate. Tax increases could help the economy if they boost international confidence in Argentina's economy. The Peronists may cooperate with de la Rua, since they would gain little by appearing to be obstructive for no good reason, and they are also divided, with no clear successor to Carlos Menem.
