Shanghai is China's most populated city and one of its most industrious, but it is starting to lag behind other Chinese cities experiencing rapid economic growth. This is mostly because much of its industry is state owned, while private enterprise is quickly becoming the Chinese norm.

The Natl People's Congress is challenging the complacency of the Chinese government on economic growth, charging that the microeconomy is unhealthy despite lower inflation. Critics also accuse the government of not giving a complete picture of the economy.
