Russian oligarchs were able to take advantage of the end of the Soviet Union, and could initially accumulate large sums. They are generally more interested in political contacts than they are in developing new markets, services and products. They tend to be opportunists with short-term views and have little understanding of balance sheets, let alone capital markets. They may have hopes of becoming international entrepreneurs, but these hopes have been quashed by the Russian financial crisis.

The German scheme for recycling, which requires the collection of waste products by companies alongside a state collection services, is being overwhelmed. A huge amount of packaging is too much for recycling plants to manage.
