South Africa faces a high crime rate and a low conviction rate. There were attempts to retrain the police in the initial period of majority rule, but the police have not been taught how to adapt their methods. There has been a drive to improve the performance of the police under President Thabo Mbeki, but safety and security minister, Steve Tshwete, does not always appear to respect civil liberties. South African Breweries is one of a number of companies helping in areas such as equipment and training. Many police officials have low literacy levels, and civilians could do their administrative tasks more efficiently. A new corps has been set up dalled the Scorpions, with higher pay rates and better training.

Rising crime in Cuba has led to fear, though crime levels are relatively low. Fidel Castro has announced tough measures, such as long sentences. There are allegations that the police in Havana, Cuba, take bribes and will not otherwise investigate crimes, while criminals do not risk being caught if they pay bribes. The number of police has increased but this may not solve the problem.

The South African national security police are being renamed 'Police Service,' and are undergoing a thorough bureaucratic shakeup. Crime statistics are being kept for the first time in many regions, and crime seems to be declining, but much work remains to be done.
