British Airways' proposed alliance with American Airlines is still awaiting the approval of European Union regulators two years after the deal was launched. The delay has prevented the two airlines from reducing costs as expected and combining their routes. Among the causes of the delay is that the authority of EU's Karel Van Miert was overlooked by the British Airways officials, who insisted that UK regulators are ought to be in-charged with the deal; and the US government lacks boldness in negotiating with the British government. The proposed BA-American Airlines deal, which was unveiled on June 11, 1996, would offer connections on 36,000 city-to-city routes, on a combined fleet of some 1,300 aircraft.

The US and the UK still had major differences separating them as they worked toward reaching an air liberalization treaty. Aviation officials from both nations talked about a phased-in air liberalization agreement. The US asserted that the opportunity for reaching a deal is beginning to fade. A partnership between British Airways and American Airlines depends upon a new treaty between the US and the UK.
