Arab autocracy for ever?

Article Abstract:

Most of the 22 Arab nations are ruled by autocracies that are not interested in instituting democratic reforms. Although, some Arab countries have democratic institutions, most lack any real authority. Low literacy rates and the legacy of colonialism are two reasons for the dearth of democracy.

Secular governments in Egypt and elsewhere feel threatened by fundamentalist movements, but the criticism of Iran and Sudan for allegedly exporting revolution is exaggerated. The fundamentalists' appeal can be traced to economic problems and limitations on democracy.
