Article Abstract:
The UN Transitional Authority in Cambodia (Untac) is being rendered incapable by the Khmer Rouge's tactics and its own passivity. Time and again, the Khmer Rouge has gained from the international body's inaction against false declarations and violations of the ceasefire agreement provisions signed in Oct 1991. Through Untac's own mismanagement, the situation is exploited by both the Khmer Rouge and other nations. However, it remains possible to forge lasting peace in Cambodia if the Khmer Rouge is disarmed.

Article Abstract:
Taiwan and the world are both ready for it to take a leading role in global affairs, including a seat in the UN. In the post-Cold War era, multilateral cooperation and shared responsibility are how nations work. Economically and politically, Taiwan is prepared to participate fully. It is a member of many international economic and social organizations, and its application to join Gatt is pending. UN membership is the logical next step.
