African debt, European doubt

Article Abstract:

Talks are being held between the Organization of African Unity and the European Union (EU). Debt is a key issue for Africa, with debt servicing accounting for as money as health and education spending together for half the governments in Africa. Europeans see war and corruption as serious problems which mean that they are reluctant to provide aid since it could be wasted. The Cairo Declaration of 110 points was an achievement, givien the difficulties involved.

The next Balkan war

Article Abstract:

There is a need for the European Union to aid Montenegro in order to avoid further conflict in the Balkans. The government in Montenegro is pro-Western, and needs help in resisting economic pressure from Serbia, to allow it to remain credible. Funds should be spent wisely, for example paying pensions in Montenegro. Buck passing and technicalities in the EU have delayed aid, and delays could leave the Montenegran government vulnerable to Serbia.
