Spain will hold elections in Mar 2000, at a time of great change. Spain has become wealthier, more liberal, and more democratic. Transportation and communications have improved, and Spain is attracting migrant labor. There are still problems such as cronyism and corruption, and the issue of Basque separatism still creates discord. Spain is catching up with the European average in terms of wealth per capita, and progress has been made in privatization.

Spain is investing a great deal in its infrastructure in an attempt to make its remote areas more accessible. Railroads and freeways are getting a major facelift. There is disagreement on how the money is being spent however, as many feel Barcelona and Seville are getting more than they should.
