New tensions have developed in the relationship between Russia and Ukraine. They are divided over who should have control over the Crimea, divergent economic reform policies, Ukrainian desire to set up its own army, and what the structure of the Commonwealth of Independent States should be.

Iran is making efforts to improve its relations with the former Soviet states, especially the new nations with strong Islamic majorities in Central Asia. Both Russia and the Central Asian states seek ties with Iran in defense against a common enemy, Iraq.
