Article Abstract:

Homelessness has become a political issue in New York, after a period when the homeless were forgotten. The police have required shelters to be removed by daylight, and beggars have been arrested. Arrests of homeless people increased after Nov 1999, when a homeless man attacked a commuter. Shelter has been made conditional on willingness to work. there have also been police raids on shelters, while there have also been moves to send homeless people into shelters. Critics argue that funds are needed for housing, especially for the mentally ill.

The new slavery? Workfare in New York

Article Abstract:

New York City's implementation of the federal workfare mandate, known as the Transition Assistance for Needy Families program, will feature the replacement of at least 500 unionized transportation workers with former welfare recipients. Both welfare advocates and unions oppose the program.
