The anticipated downswings in the Australian small business markets are analyzed. In spite of the confidence displayed by the business owners, problems with regard to recruiting quality staff, rising costs, bad debts, unfavorable climatic conditions, poor returns, government regulations, all contribute to the growing apprehensive mood with small businesses.

Important structural changes are made in the insurance industry, which secures the present, but uncertainty remains about the future and is helping them turn a profit from underwriting. Promina, Insurance Australia Group (IAG) has reported a net profit of $153 million in 2003 as compared to a $25-million loss in 2001-02.
