IBM announces plans to break up its centralized approach to management and give each of its business units a more autonomous role in management. The move by the large computer maker is seen by industry analysts as a move to remain competitive. IBM does not plan to do the reorganization at a fast pace; rather, it sees its recent moves as steps toward more radical changes. Among the changes include the move to make the data storage and printer units separate entities. Previously, they were part of the mainframe business. IBM Chmn John Akers foresees growth in 1992 and a move towards gaining market share. The company also plans to continue to seek strategic alliances similar to the ones it has made with Apple Computer Inc and Motorola Inc.

IBM hopes to penetrate the lucrative and growing laptop market. Industry observers note that IBM will have to prove that it can compete in the laptop market with products and prices; the computer maker failed with two previous laptop computers. Analysts do not believe that IBM will take away any other competitor's market share. Rather, IBM will help create the growing market, which is suffering from short supply. The new machine is expected to weigh between seven and 7.5 pounds. It will have a 60Mbyte hard disk and an innovative keyboard.

IBM plans new guidelines for evaluating employees in a move aimed to further reduce the company's work force. A few thousand employees will probably be cut as a consequence. The new guidelines involve a way to rank employees on a numerical scale. Anyone ranked below a three will face a deadline to improve or be fired. The program will not begin until 1992, but many employees are expected to leave this year because they can take advantage of a generous severance-pay arrangement. Severance pay would be less in 1992. The company also plans to give more awards to employees who perform well.
