On Thursday, Jun 13, 1991, China's Ministry of Machine Building and Electronics announced regulations covering copyright protection for computer software. These rules, which are to take effect on Oct 1, aim to clarify China's copyright law of Jun 1. According to Joseph Massey, assistant US trade representative for China, the rules are not adequate, covering newly invented programs but leaving existing software vulnerable to pirates. China must act quickly to improve its protection of foreign software or face retaliation from the US, which has initiated a six-month investigation that could result in import duties and actions to obtain financial compensation for US companies. US software companies say they lose $400 million annually because China pays no royalties, but some say such estimates are exaggerated.

Parametric Technology is at the top of the industrial-design software industry but has not yet dominated the automotive-design market. Winning an automotive-design contract is extremely desirable because the makers of automobiles usually want software that is long term, as to not interfere with the product cycles or manufacturing. Parametric is anxious to gain more auto business, with the hopes that it can leverage its success into obtaining design challenges that are even more complex and challenging. Parametric's sells totaled $600 million for its fiscal year ended Sept 30, 1996 and increase of 52% over the previous year. Analysts are predicting $825 million in sales for 1997.

The Philippines's economy is, generally speaking, not doing well, but the computer software industry is an exception. For example, at Pact Group, a $5,000 original investment, four years ago, has created a business that now generates annual sales of $5.5 million. Equidata Philippines Inc reports that its business doubled in 1990, and James P. Conway, the American founder of Equidata, says he hopes to double business again this year. Successes like these are said to depend on the labor supply in the Philippines, which is both inexpensive and highly skilled. A Philippine computer technician makes about one-sixth as much as someone doing similar work in Europe.
