Battle Ready

Article Abstract:

Susan Phillips has just been made chairman of the Commodity Futures Trading Commission (CFTC). She was formerly vice president of finance at the University of Iowa and a commissioner of CFTC for two years. Phillips believes growth in free markets must be encouraged. She will emphasize aggressive enforcement as chairman of this regulatory agency. Upon entering the position she faced a likely confrontation with the Securities and Exchange Commission (SEC) involving stock subindex futures contracts. SEC concerns over the possible violation of interagency accord regulations will test her ability to remain calm while in a crisis. CFTC has been mandated to research financial futures by the Federal Reserve Board. These will be published in September of 1984.

A Real Mover

Article Abstract:

Glenn Windstrup, senior vice president of the Chicago Mercantile Exchange (CME), hand led the relocation of the exchange in late November of 1984. He oversaw the site selection and architectural planning. The new CME opened on time and met the confines of the fifty-seven million dollar budget. Windstrup attributes the success of the move to the performance of the construction manager and the real estate committee chairman. Windstrup has been at the CME since 1966. He has handled the floor systems, electronics and computers. Two days following the move, the CME had a record daily volume, and, fortunately, about ninety-five per cent of the phones were working.
