Article Abstract:

Issues concerning safeguard measures taken by the US regarding imports of steel wire and certain kinds of line pipe are examined, focusing on how Canada and Mexica, as signatories to the North American Free Trade Agreement, are exempt from the US safeguards. Topics include the World Trade Organization Agreement on Safeguards, and the manner in which safeguards protect domestic industries.
