The Federal Trade Commission is investigating America Online Inc.'s dominance in the instant-messaging market, as part of an overall review of AOL's proposed merger with Time Warner Inc. AOL's ICQ and Instant Messenger services are two of the Web's most popular services and are closed to those users unregistered with AOL.

Liberty Financial Cos. is being cited by the FTC over a misleading World Wide Web site for children which asks them confidential information. Without admitting wrongdoing, Liberty agreed to a consent decree which limits the questions asked on the Web site. The FTC's primary concern was that the data input was collected and maintained, with home and e-mail addresses, despite the fact that the Web page called the survey 'anonymous'. Liberty Financial claims that the information was never sold or used.
