A second opinion: the AICPA's proposal for federal accounting reform - 'it's on the mark'

Article Abstract:

Robert Anthony, a respected figure in public sector accounting, believes that the best way to attack the lack of sound financial data in the federal government is by reforming the budget process itself. In this regard, he is in conflict with the American Institute of CPAs (AICPA), which has issued four proposals to reform federal accounting: the appointment of an independent financial officer, uniform accounting and reporting practices, annual financial reports, and independent audits. Focusing on the budget process will have little benefit as Congress has not demonstrated an ability to discipline itself. The proposals by the AICPA would generate significant and relevant financial data. The Federal Financial Management Improvement Act addresses all four of the AICPA's concerns, which should be implemented at the earliest time possible.

Congressman DioGuardi: the U.S. government needs a chief financial officer

Article Abstract:

Joseph DioGuardi, a freshman Congressman representing New York's Westchester County, believes that ratification of his proposed Federal Financial Management Improvement Act will lead to more efficient government finances. The act calls for the establishment of a chief financial officer (CFO) for the federal government, who would be responsible for combining all federal financial management groups into one organization, and who would establish one single accounting standard for use throughout the government. Presently, such responsibilities are divided between various administrative agencies: the Office of Personnel Management, the Department of Treasury, and the Office of Management and Budget. A major priority of the proposed chief financial officer would be to ensure that the appropriations from federal budget were spent wisely.

National Association of Accountants (NAA) national VP Hank Anderson and his wife Sue Anderson have taken a physical fitness lifestyle and started teaching fitness sessions at chapters of the NAA. Hank overcame a smoking habit, and now running four days weekly working out with weights. The program he and his wife present includes a lecture on nutrition and a discussion of how exercise can be a positive benefit at any age.
