Article Abstract:
Data sampling methods are used to show that values, methodologies, and tools from Total Quality Management (TQM) are applicable to community issues, especially when establishing cooperation between residents, authorities, business, and other organizations. Based on the results, a cooperation model for the third sector based on TQM is presented, consisting of a proposal for organizing improvement work seen from two major dimensions.

Article Abstract:
The Baldrige and Business Excellence models are compared by evaluating their respective effects on Total Quality Management (TQM) dynamics. The findings suggest that Baldrige model was a failure in modeling the strategic dynamics of TQM, thus revealing a need to develop dynamic representations and models of TQM to avoid oversimplification in theory and practice.
