Article Abstract:
The effects of the Reagan Administration budget cuts on the economic development of the fifty states are examined. The legislative climates survey of the fifty states helps facility planners and students in their economic development planning and site selection process. A review of legislation that took place in each of the fifty states during 1983 is presented. Budgets and taxes were of main concern to the state legislatures in 1983. Other legislation in 1983 involved industrial revenue bond financing, prenotification of plant closings, federal enterprise zone legislation and encouragement of high technology industries.

The Tax Reform Act of 1978 made drastic changes in the way corporations provided tax-free medical expense reimbursements to key executives and stockholders. The 1978 act instituted anti-discrimination regulations. The purpose of these regulations was to prevent the usage of these plans for high-paid employee compensation exclusively. The act did not accomplish its goal of eliminating such discrimination. Many methods exist of providing tax-free medical reimbursement to executives. These methods are examined.

Life insurance companies currently don't know what tax law their business will come under this year. Congress is expected to send their tax bills to conference soon to provide for new taxes for life insurance companies retroactive to January 1, 1984. Passage of the tax bill is not certain because 1984 is an election year. This uncertainty even makes it difficult for insurance companies to price their policies.
