Article Abstract:
The long-term difference aid programs make to the lives of the local people is assessed, with particular reference to Papua New Guinea (PNG), which was allocated $300 million in 2002-2003. The conclusions arrived at in the course of developing a funding proposal for a capital upgrade to the Tinsley district hospital in PNG are presented and it is observed that direct allocation of aid funding to community organizations is an effective method of assisting development and changes in underprivileged countries.
