Los Angles residents have voted twice since 1980 to increase the county sales tax to pay for transportation projects. Freeway Service Patrol mobilizes a rapid team of tow trucks and California Highway Patrol cruisers to scour the basin's freeways for crashed cars, stalled heaps, downed motorcycles, barrel-rolling refrigerators, somersaulting mattresses, and anything else that inspires drivers to hit the brakes and clot up traffic.
