President Bush's January 2004 announcement of exploring outer space has led to many NASA officials thinking about big space vehicles to undertake these missions but experts advise caution and also want scientists to think in terms of smaller space crafts. Experts advise launching of several smaller spacecrafts instead of one big craft while others also want smaller companies to be allowed to participate in these missions.

Bush, in January 2004, unveiled the Vision for the US Space Exploration, calling the US return humans to the Moon before the year 2020, so that they would be better prepared to explore Mars and other destinations. The President's commission wants Congress to check out the property rights for those who want to develop space resources and infrastructure.
