A capsule entails less risk that offers robust abort modes in all phases of ascent as proven by Mercury, Apollo and Soyuz. A capsule system would enjoy a less complicated test program than winged one that would result in less time and money to qualify the system that results in quicker deployments.

TransOrbital Inc is designing and building a spacecraft called TrailBlazer that will support the first commercial moon exploration project. The system is expected to be completed by mid-2003.
