Article Abstract:

Public officials and private citizens who view government support for the arts as an expensive proposition with no valuable return do not understand the contribution arts make to society. Art is not meant for an elite or select group of society, but for all members. It can be effective an effective way to transform the violent or apathetic ways of teenagers into life affirming energy.
